Meeting of the Consultative Committee on IBM Held

The meeting of the Consultative Committee for the Ministry of Mines regarding Indian Bureau of Mines and its activities was held under the Chairmanship of Shri Dinsha J. Patel, Minister of Mines. 

Welcoming the Members of Parliament the Minister said that IBM has been assigned the task of conservation of minerals, systematic and scientific development of mineral resources in the country with due care to the environment for all minerals other than the coal, petroleum and natural gas, atomic minerals and minor minerals. 

The Minister praised IBM for creating a portal to facilitate online registration of miners, traders, stockist, exporters and end users of mineral and for submission of monthly and annual returns. 

The Minister further said that IBM has to play a significant role in pan-India roll-out of Sustainable Development Framework (SDF) Document prepared by the Ministry for the mining sector. This framework relates to mineral conservation, zero-waste mining, increasing the resource base, beneficiation and process R&D, recycling etc. and measure to ensure sustainable development. 

The Minister said that curbing of activities of illegal mining is very essential as it is destroying the precious mineral reserves by unsystematic mining and resulting in a substantial loss to the State revenues by non-payment of royalty. Since ownership of the minerals is a State subject, all the State Governments have been requested by the Central Government to initiate due actions for curbing the menance of illegal mining. Apart from State Governments, IBM is also taking appropriate action within the framework of provisions stated in the statues. 

The Minister informed that the Government has constituted a Committee for Review and Restructuring of the Functions and Role of IBM to shoulder the future work load for the sustainable development of mineral sector. The Committee has submitted its report to the Government. Based on the report, a Cabinet Note is under consideration of Ministry for seeking the Government’s approval for strengthening IBM. The salient features of the recommendations include a new vision for IBM, which aims to ensure for IBM to evolve as a National Technical Regulator. 

The Members of the Parliament present in the meeting included Shri Sohan Potai Lok Sabha, Shri Amarnath Pradhan, Lok Sabha, Shri Deoraj Singh Patel, Lok Sabha, and Dr. Bhushan Lal Jangde, Rajya Sabha, 

Shri Rajen Habib Khwaja, Secretary, Shri R. Sridharan, Additional Secretary, Ministry of Mines, along with senior officers of the Ministry and IBM also attended the meeting.
